Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just over a week before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots evaluated by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator explained in a report published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these parties, the report indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the showing of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is most likely to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
